Use of Upset Bid process relative to offer from historic peoples building

Item 13 - "Consideration of Authorizing Use of Upset Bid Process Relative to Offer from Historic Peoples Building, LLC to Lease Parking Spaces (45 City-owned @ $100 per year per space for years 1-5; $125 per year per space for years 6-10; and market rate for each of the 3-renewal terms based on rate for other off-street City lots)
Note: Current lease approved in 2005 for 45 spaces on Tarboro Street; requested action relocates parking from Tarboro Street to: 14 spaces on Sunset Avenue; 31 spaces on NE Main Street"

Recommended Action - "1) Adopt Resolution Authorizing Use of Upset Bid Process (authorizes the City Clerk to Advertise Offer for Upset Bids pursuant to G.S. 160A-269); and 2) Authorizes the Mayor and City Clerk to Execute the Restated Parking Lot Lease on Behalf of the City (in the event no upset bids are received)"
